The American Reinvestment and Recovery Act of 2009 (ARRA) includes numerous provisions related to health information technology and promotes electronic medical record (EMR) adoption, including incentive payments to eligible professionals. The goal of the incentive program is to promote the adoption and meaningful use of certified electronic health records (EHR) within the healthcare system in order to provide higher quality and better coordinated care that would lead to improved patient outcomes and patient safety, while also improving the efficiency of the healthcare system. In July 2010, the Centers for Medicare and Medicaid Services (CMS) published final rules for implementing the provisions of ARRA that are related to initial criteria for eligible professionals to quality for incentive payments under the Medicare and Medicaid programs. This CCB lays out the requirements to qualify, and discusses how office and clinic based child and adolescent psychiatrists can meet these requirements, in an effort to encourage the adoption of fully functional EMR and quality for the federal incentive program.
